11   Chairperson’s duty with respect to motions

(1)  It is the duty of the chairperson at a meeting of a council to receive and put to the meeting any lawful motion that is brought before the meeting.
(2)  The chairperson must rule out of order any motion that is unlawful or the implementation of which would be unlawful.
(3)  Any motion, amendment or other matter that the chairperson has ruled out of order is taken to have been rejected.
