10   Chairperson to have precedence

When the chairperson rises during a meeting of a council:
(a)  any councillor then speaking or seeking to speak must, if standing, immediately resume his or her seat, and
(b)  every councillor present must be silent to enable the chairperson to be heard without interruption.
