118 Development permitted without consent
(1) Development for the purpose of maintaining or managing a travelling stock reserve, other than development of a kind specified in clause 119, may be carried out by or on behalf of a public authority or a rural lands protection board without consent on land within the reserve.(2) Subclause (1) does not authorise the carrying out of development for any of the following purposes:(a) the erection of a building or the reconstruction or alteration of a building so as materially to affect its design or purpose,(b) any development designed to change the use or purpose of the reserve.
