28B   Appeal against refusal to approve draft rules

(cf Vic Act s 30)

The person who submitted draft rules to the Registrar under this Act may appeal to the Court against:

(a)  a decision of the Registrar to refuse to approve the rules, or

(b)  a failure of the Registrar to approve the rules.
