12   Rights of commoners may be exercised only by persons whose names are entered on the commoners’ roll

(1)  A person is entitled to exercise the rights of a commoner in respect of a common only if the person’s name is entered on the commoners’ roll for that common.
(2)  The rights that a commoner is entitled to exercise in respect of a common are those conferred by:
(a)  this Act, and
(b)  the by-law relating to that common.
