The proclamation appointed 1.9.1995 as the date of commencement. Pursuant to section 23 (5) of the Interpretation Act 1987, the proclamation does not fail merely because it was not published in the Gazette until after the day appointed in the proclamation, but section 23 (5) provides, in that event, for that provision of the Act to commence on the day on which the proclamation was published in the Gazette.
